Estimating the costs of low flow alleviation in rivers for the hydroelectric power plants and for the state: the case of the Canton Ticino

Abstract

The aim of the study is to analyse the impact of an enhancement of the river flow conditionson the hydroelectricity generation plants in the Canton Ticino. The costs will be estimatedwith the method of the "Discounted Free Cash Flow"(DFCF). The comparison of the DFCF in a situation with and without an increase in the rivers' flow conditions allows the estimate of the monetary impact of the policy implementation. In a second working step, the impact of a reduction in hydroelectricity generation on the fiscal revenues of canton and municipalities will be analysed. The focus will be on the impact on revenues from water royalties and taxes.
