Biography

Sam Noshadha is a senior researcher at the Università della Svizzera italiana (USI), affiliated with the Public Integrity Research Group (GRIP) at the Institute of Communication and Public Policy. His work focuses on applied research in international dispute resolution, ethics, compliance, good governance, and the responsible integration of artificial intelligence (AI) into institutional, legal, and governance systems, particularly in the areas of e-procurement, e-tendering, and dispute resolution platforms.

His background combines legal practice, academic research, and institutional leadership. Rather than approaching AI as a replacement for human decision-making, his work explores how technology can support transparency, accountability, and more effective governance while keeping human judgment and ethical responsibility at the center of decision-making processes.

In this context, he works collaboratively with legal, policy, and technology specialists on projects that connect governance, regulation, and practical innovation. His current interests include hybrid judgment systems, human-centered AI, and the role of technology in improving access, efficiency, and integrity in dispute resolution and compliance frameworks.

Alongside his research activities, he works in the field of cross-border dispute resolution, with experience in investment, commercial, and sports matters, as well as sanctions, anti-money laundering, regulatory governance, and international due diligence. He has participated in international disputes and institutional proceedings in different capacities, including counsel, arbitrator, mediator, and legal advisor.

Before joining USI, he held academic and administrative positions, including associate professor, vice rector, and commissioner for corruption prevention and detection within educational institutions. His work today continues to connect research, legal practice, policy engagement, and international cooperation across multicultural environments.

He collaborates with international institutions, arbitration centers, and regulatory bodies on projects related to governance, compliance, dispute resolution, and technology-driven legal systems, with a strong interest in practical and human-centered approaches to education, institutional development, and responsible innovation.

Research interests include ethics and compliance, regulatory governance, international dispute resolution, transparency and accountability, anti-corruption and anti-money laundering (AML), international sanctions compliance, artificial intelligence and law, human-centered AI, e-governance systems, and international due diligence.
