Abstract
The aim of this article is to demonstrate the possibility to reconcile climate change unilateralism and multilateralism, considering the entering into force in 2021 of the International Civil Aviation Organization (ICAO)’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The CORSIA Offsetting scheme finds its roots in the international response to the unilateral addition of the aviation sector in the European Union emission trading scheme. The inclusion of aviation was defined as a form of contingent unilateralism with extraterritorial effects. While the abuse of unilateralism and extraterritoriality are uncontested, the article argues that under certain circumstances extraterritoriality may promote the international response to environmental global issues. Indeed, while continuing international co-operation efforts is essential to face transboundary environmental threats, the approval of the CORSIA demonstrates how the international community should not underestimate the possible indirect positive effects of unilateral actions, at least in case of vetoed international negotiations that could limit or delay multilateral responses.
